How do I move the brush 1 pixel at a time not using the mouse?

Have you tried 

System Preferences > Accessibility > Pointer Control > Alternative Control Methods > Enable Mouse Keys 

? 

You did not mention if you work on Mac … but I expect Windows to offer similar features.
