Brush Tool in Photoshop causes the cursor in Illustrator to go haywire

If I have Photoshop and Illustrator both running,

 and the brush tool selected /active in Photoshop,

then that causes my cursor to continually flash and change icon in Illustator when I'm trying to rotate or scale items. Which is infuriating.

Has anyone else had this?

my details:

Mac OS 10.14.16; Adobe CC with Photoshop 22.1.1 and Illustrator 25.1

No tablet, just a mouse (mac brand one that came with Imac, perfect working order in all other circumstances)
