This issue has now started to affect my other tools as well. The eraser and spot healing do the same thing. I tried uninstalling and re-installing PS CC 2019 and it does the same thing as before. I even told the program when I uninstalled that I wanted it NOT to save the preference files. This is irritating at best and nearly renders the brush and eraser unusable with any kind of accuracy and efficiency at all.
Any thoughts???

This is getting worse by the minute. Now I have to go up to 125 px in order for the affect to come out to the edge of the outline. Anything less than that and the affect only fills part of the outline. This is just aggravating! 😞

May I ask what size and DPI is the image you're working with? the actual size of the brush would vary drastically depending on the size of the image or the DPI.

2560x1440 96px/inch
Curious, what would the brush size have to do with the size of the image and DPI? The affect should cover the entire outline regardless of the size of the tool, correct?

It all depends. Are you using a Wacom tablet?

I found this in the tool troubleshooting guide, but it is for Mac OS. I'm having the issue that it mentions, only on my Windows 10 machine. Anyone now where I would find these settings on a windows machine?

i notice your photoshop is 20.0.4 from your posted system info.
Is it still 20.0.4 since you reinstalled?
In photoshop Help>System Info and the top line is the photoshop version.
I ask because the latest photoshop version is 20.0.5 and that's what you should have, since it's
possible what your seeing was a bug that was fixed in 20.0.5
If your not at 20.0.5 go to Help>Updates in photoshop and see if your offered a photoshop update.

Jeff- I upgraded when I did the upgrade and it didn't help anything. Thanks for the suggestion though.
I think that I've figured this out. 2-3 weeks ago, about the same time the tools started doing the wrong sized fill area, I changed my resolution on my 1920x1080 monitor to 2560x1440 via the Dynamic Super Resolution (DSR) in Nvidia control panel. Well, I changed it back to the original 1920x1080p and the tools work the way they should.
Now what I need to find out is why that makes a difference? Anyone understand why that would be happening?

We had a _very_ similar question about a week ago. In fact I wondered if it was the same poster starting a new thread, but I checked and that was not the case.
Found it
Re: photoshop brush not filling size of brush
Jeff responded to that post as well, but we have not heard back from the OP

Well I just spent a little time on chat sessions with both Adobe and Nvidia. It seems that the DSR feature of Nvidia GPU's only applies to gaming and recording those games. In order for Photoshop to work properly, the DSR feature of Nvidia needs to be deactivated. In other words if you are gaming and recording those games, using DSR to enhance the resolution of your monitor, say from 1920x1080 like mine to a higher resolution like 2560x1440 or higher, it is no longer the recommended setting for your monitor and will not work with Photoshop tools. What you need to do, is after you are done gaming/recording, change the resolution of your monitor back to the recommended settings, in my case 2560x1440 with DSR back to 1920x1080 and the tools in PS will work just fine.
Kind of a pain to have to be changing resolutions like that, but that is what's needed, for now anyway until something better comes out.

In the Nvidia control panel you can set the DSR for a specific game, so DSR is only active when playing the game and returns to normal resolution when you quit the game.

Good directions but this only applies if your game is on the supported games list. The 3 games that I play on the PC are not on the list so I am blessed with having to do it the long way around. I am forced to having to manually change the resolution after recording my game in DSR mode.
I just got off a chat session with Nvidia and manually is the only way to utilize DSR, since my games are not on the supported games list.

Useful information, and something almost certainly going to crop up for other users, so thanks for sharing.
