Brush won’t turn black (was “Make a white layer”)

I'm trying to make a name brush project and the Brush won't turn to black when all settings are on black and the brush only does white.

Was the brush created with 100% opacity?

In the Brushes panel, do you have Color Dynamics or Dual Brush turned on?

Is the layer you're painting on using Normal blending mode?
