BRUSHES WONT GO BACK TO NORMAL

This has been going on for a couple day on BOTH my desktop and laptop, has a support tech assist my desktop and couldn't figure this out either! I am in college and need photoshop so please get back to me asap! thank you   And I had done that # SerUser for the files too (idk if thats right, I forgot what it said)
