What have you done for trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

I uninstalled the program several times, installed older versions of Ps 2020, checked for viruses

I for one can determine neither Photoshop version nor OS version based on the video …
Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Did you restore the Preferences?

Windows 10.
This inconvenience appears without any system and is solved by restarting the program. Until next time. But reloading the program 100 times a day is not very convenient.
Therefore, I will be able to write only after some time, whether it helped or not
