Photoshop Ver 22.0.1 has a bug. When using the space bar as a quick key for the hand tool, if you happen to flick pan it will change the tool to the black arrow and WILL NOT change to any other tool regardless of hitting the corresponding letter to pick the tool or by using the mouse to select it in the tool palette. Only resets after quitting PS and restarting. When working it's REALLY annoying!!! PLEASE FIX!!!!!

You are not Addressing Adobe Support here this is a user forum.  If you want to report a bug to Adobe use their feedback site https://feedback.photoshop.com/

In you bug report you should include your OS version level and device drivers level for devices that may be involved with flick panning.

I can report to you I do not see the problem you seem to have on my Window 10 system with my Logitech Mouse or Wacom Intuos Pen
