You could start by choosing Window > Workspace > Essentials, and Window > Workspace > Reset Essentials.

The problem is that the top menu is gone.

No close, minimize and maximize button appears.

Looks like some video bug.

It is possible that at the bottom of the toolbar full screen is chosen instead of standard screen.

Hello, try to reset preferences like this :

Hold down the following keyboard shorcut and launch Photoshop:

macOS

  • command + option + shift

Windows

  • ctrl + alt + shift

Open Photoshop.

Say yes when the dialog box opened and asks Delete the Adobe Photoshop Settings file?
