I'm trying to use the new Super Resolution feature in Camera Raw with a normal jpg image. Once I'm in the "Enhance" options my monitors black out and the fan starts running furiously. Any ideas of what may be the problem/solution here?

I don't use AMD but looked them up and they do an Enterprise edition of their drivers which look similar to NVidia's studio drivers and are tested on applications such as Photoshop. It may be worth a try. I am not familiar with the AMD installer but for NVidia, I always choose Advanced and Clean Install - it is worth checking for similar in the AMD options.

Enhance makes heavy use of your GPU. Try updating your GPU drivers to the manufacturer's latest and, if NVidia , use their studio drivers

I have a Radeon RX 480 8gb graphics card. Driver seems to be up-to-date.
