Can I create a gif file with more than one tap function for use on a website?

I need to create a gif file which is tappable, for use on a website, both desktop and mobile versions. Can I do this in Photoshop? Or maybe Animate?

I'm wondering if I can I take a layered PSD file and then use a tap function so that different text (presumably on another layer) shows when someone scrolls over and area, or taps on a mobile phone. I will need multiple tap functions in the one file as there are 17 different bits of text that I need to apply this function to.
I have attached the file that I'm trying to create an update version of, in case my explanation is terrible! 

I'm going round in circles with Adobe support (via chat) and would be so grateful for some help!
