Can't create a new file in Photoshop 2021 after latest Windows 10 update

After the windows 10 update I cant seem to create a new file.

Also, you may try an update Photoshop to the 22.3 version via the Adobe Creative Cloud Desktop app and check if that helps to resolve the problem.
