Can't get photoshop window to show

So this is a very stupid problem.  I had moved the window with photoshop open in it to the bottom of my screen.  The computer rebooted to update windows.  Now when I try to open photoshop, the window appears at the bottom of the screen.  There is a dialogue box that I normally have to click on when opening photoshop.  Something about graphics acceleration.  Because of the position of the window, I can't click on the dialogue box.  So I can't move the window or open the program.  Closing (using task manager) and reopening the program do nothing.  Nor does trying to open in in another desktop, or snaping it to the left or right of the screen.  Neither does rebooting the computer.  Before I try to uninstall and reinstall photoshop, does anyone have a suggestion?  I have an really old version of CS, maybe CS5, and will have to search for the disks to reinstall.

Nuke the preferences. During startup (before the splash screen appears) hold shift+ctrl+alt (Win) or shift+ctrl+opt+cmd (Mac).

 

It should ask if you want to rest your preferences - hit yes (if you can't see it hit the enter/return key).
