When opening a new file I get a black screen and Adobe Photoshop never actually opens.
Does Adobe provide actual trouble shooting support?

A few things you could try. Please let us know if you want to try these but don't know how.
Install and test another version of Photoshop through the Creative Cloud app. Multiple versions of Photoshop can be simultaneously installed.
