Can't open or save any PSD files, work with settings, error WIndows

Hi there.

I installed Photoshop on a new computer. I have the latest version 22.3.0. my issue is, that I can't open any PSD file nor save any, or do something with settings.

When I want to open psd files from another computer, it showes me this error: 

When I want to save a file, it show me another error:

But I did't find any solution after clicking the link...

When I try to go to edit - preferences - performance or any other option, it shows me this error:

So basically I can't work with photoshop. 

Can you help me what to do? I have read so many discussions, but I did't find any solution with my exact errors. I tried to reinstall adobe, restart computer, did updates I could, but nothing changed.

problem si solved by installing older version of photosthop - 21.2.6 is longterm supported and is OKAY.
version 22.3 its not very functional on older computers I gueess.
