Can't save locally

I updated to 22.3.1 a couple of days ago (running on Mac OS Catalina) and ever since the update I can't save any files locally. I can only save as a .psdc to the cloud. When I click 'On Your Computer' in the save as window, the window closes and nothing actually happens.

Did you check to make sure Photoshop has Full Disk Access in the Mac Security Preferences?
