I have the similar problem:  some files can be preview when opening, some files has no preview when opening by cc2019ps, why? thanks from Jill

Do you mean thumbnails in things like windows file explorer, thumbnails? Thumbnails in Bridge, in Lightroom in open dialog? What PSD previews are your referring to? What should be generating the missing previews?

I don't fully understand the issue but here's a couple of things that may help…

 

Within the File Handling tab of the Photoshop Preferences is a section called File Saving Options. This contains options which deal with both Image Previews and Thumbnails.

 

Within the General tab of the Photoshop Preferences is the option Auto show the Home Screen. When this is active and no documents are open, a series of options are shown that includes thumbnails for recently opened files.
