Yes, and yes.

 

Chose File > Open As > Camera Raw.  While in the Camera Raw dailog box, right-click the image and choose Enhance, then enable Super Resolution.

Use Raw Details and Super Resolution in Adobe Camera Raw

 

Topaz Labs Gigapixel AI works fairly well and there's a trial version:
Gigapixel AI (topazlabs.com)

 

Adobe Illustrator's Image Trace feature allows you to vectorize pixel-based images:
Optimize results using Image Trace (adobe.com)
