Cannot resize texture overlay with new photoshop update!

For some reason, I cannot "resize" my texture overlay! I've tried dragging, dropping, copying, pasting, using the texture plugin, etc. Once I get the texture layer over my image, the arrows are there to resize, but they don't move. I can move the texture around, but I cannot resize it. Plesae help! I HAVE to have this working today!! So frustrating 😞

Please give us more details. Which Texture plugin you are referring to? or you are on the Preview of the texture?
