cant use liquify

hi there! i just got a new computer and i installed photoshop. everything is working perfectly except liquify. I am not able to click on the brush tools at all. i made sure my image was 8bit. i made sure it was using my graphics settings correctly. nothing works. help!

Try uninstall/reinstall using Adobe CC Cleaner Tool.
