CINEMAGRAPH FROM STILL PHOTO

Perhaps I am missing it - which is most likely - but is there a way to create a cinemagraph from a still photo (or animate a portion of a photo realistically)? I know there are all sorts of options to convert a video file into a cinemagraph, and I have seen a handful of examples of adding directional motion lines to create a "moving" picture. Does such ability exist within any of the Adobe CC programs?

It depends on the content of the picture, but you could copy, mask and animate the transformation of image elements using Photoshop or After Effects
