Circle then Menus appear when I try to use tools

I'm using PS CC 2017 on a Dell M7710 w/32GB (85% available to PS) with Nvidia M5000M w/8B, running Windows 10 Pro.  Using a Cintiq 21UX.  Just reinstalled Windows and PS.  I'm working on a relatively small file (13MB).  Every time I use a brush, lasso, patch, whatever, as the pen tip touches the tablet, I get a revolving circle followed by a menu.  After several tries, I'll finally get the tool to "engage the tablet" and do what it is supposed to do. Is there a way to fix this?
