Clipping mask no longer works?

HI all I am so confused... I have made a clipping mask a million times, and now the option is grey. I just want to round the corners of an image. Here's two layers, both selected, and the Create Clipping Mask option is greyed out. Why?? If I use option+click, nothing happens there, either! Thanks in advance...

Hi. Invert the order of the layers. Rectangle 1 needs to be under Layer 0.
