Clipping path problem in using chinese name

I found the problem when I was using Chinese name for the clipping path in photoshop and place in illustrator , there is no problem in Chinese macOS Catakina(eng) but clipping path doesn't work on macOS catakina (chinese). I've check in photoshop as well, the clipping path in chinese name don't even enable under english OS. 
And then I've did the same experiment in my Mac book air which is macOS Mojave (eng) , IT is work.
So is adobe problem or apple problem?
