Clone stamp tool magnifies

Hi everyone, recently I've noticed that when I use the clone stamp, as soon as I start stamping the size of the stamp doubles in size. Is there anyway to fix this? I've reset the tool and it is still doing it. I don't know if I clicked something else that makes that happen, but it's very frustrating as I have to size my stamp way down to make sure I dont end up stamping the wrong thing. I've searched everywhere else and can't seem to find an answer.

I realized I didnt phrase this correctly, what happening is when I use the bracket to adjust the brush, the size is not corresponding on screen. So if I set my brush to 15 pixels, the target cirlce wont change in size. How do I reset that? I already did reset tool but it still isnt fixing it

What are the Cursors Prefernces settings? 

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Coudl you please post screenshots that illustrate the issue, so they need to include the cursor and the applied Tool.
