Content Aware Fill Doesn't Do Anything

I've searched other content aware issue posts on this forum and none have helped me.

I am trying to edit a jpeg image in the lastest Photoshop 2020 version. When I select an area and hit Edit-Fill-Content Aware Fill-OK,  nothing happens. I get a loading bar as though photoshop is processing something, but after it finishes loading, the image is the same. 

This happens even when I make a selection and do Edit- Fill- Black. The selection does not change to black. Nothing happens.

I am working on one layer that is rasterized. See below images.

Cam yo post uoue PS menu Help>System Info?  The Content Aware fill workspace shoul onet when yoe thhe edort content arare fill.
