Control key not working properly when entering PS cc 2019 from LR classic

I'm not sure if this is a Photoshop or Lightroom issue, but here goes...

Using CTRL-J as an example, when starting Photoshop CC 2019 from scratch, it works fine. If I try to edit a Lightroom Classic 8.0 release image in Photoshop, holding the CTRL key seems to change aspects of the currently selected tool but certainly does not duplicate the selected layer.

I've reset Photoshop to its default settings and reset all tools to no avail.
