Copy Photo Brightness/Contrast/Tone To Another

I have two nearly identical images (same setting with two different subjects) where the Brightness, Contrast, Tone doesn't exactly match from one to the other across the whole photo.  I would like them to be a very close match for printing purposes.  I have played around with Color Match and Color Range and its not exactly working as I expected.  Is there another way to do this in Photoshop CC 2017/18 that I should try?  You can see a comparison between the two photos below.  Yes, they are close... but I need a better match to the photo on the left.
