Creating animated gif but cannot find "Make Frames from Layers" in Timeline panel menu

I am trying to follow the steps in this help center tutorial on creating animated gifs in Photoshop:

I can follow all steps until 3. Convert layers into animation frames

There is no "Make Frames from Layers" option in the upper right menu of the Timeline panel. 

I am running the latest version of Photoshop on Mac Catalina.

Any ideas of how to complete the animation?
