Crop tool and transform tool issues

I have a MacBook Pro.  I just updated to the latest Photoshop, and I have been having problems with the crop tool and transform tool.  When I hit the shortcut keys, the bars come up but you can't move them.  Anyone else having this problem, and how can I fix it.  Thank you!
