Is that Gif showing that Photoshop is not working correctly. To me it looks like you are expanding the image document canvas with the Crop tool and Photoshop is doing that correctly. Have I missed something? This look good to be.

even if i dont change the canvas size with the crop tool the same thing happens.
this didnt happen at all in the past week so i feel like some sort of update has done something weird. i dont know though.
and also even if i have more than one layer the same thing happens so i dont think layers come intot the problem.
first instinct is to uninstall and reinstall photoshop entirely, but i dont know if that would fix anything
(@AdobeCare on twitter helped with what was wrong, i had 1px in the box next to the aspect ratio selector. thanks for the help anyway)

You wrote "even if i dont change the canvas size with the crop tool the same thing happens."
The Document canvas size increases? It it a constant increase in canvas size? Every time you use the crop tool it increases the canvas size by some amount.
In your animated gif there also see to be a time where the layer content is deleted and I can not make out the cursor icons. Or know exactly what you are doing or what size the canvas is when the content seem to be a small dot. It would be if you posted screen captures of the document states
