I have an old version of Photoshop (CS5 Design Premium) and have a problem with new  high resolution smonitors; I can not find a way to get the Photoshop  User Interface to adjust/increase in size so that it is readable.  I have tried to increase font size--does not change PS screens.  What am I doing wrong?

These monitors were unknown in 2010. There's no way to do it.

Photoshop support for high resolution monitors was first added in 2014, and has evolved since.

What you're doing wrong is upgrading only part of your kit. When you get new monitors, computers, cameras, systems, expect you will need new apps. Thanks to subscription there isn't a big lump sum cost any more.
