CTRL+0 is not working

Hi.  I just had a new computer installed.  When I installed Adobe creative cloud on it, and downloaded the version I want, I am having issues that I was not having before.  First, my ctrl+0 does not return the document to full view if I have made it larger or smaller.  Second, on my brush tool, when using the hard round brush, when I click on the layer, the paint dot is slightly larger than the cursor.  Did I just never notice this?  TYIA
