I want to take an actual picture of a picture frame and use it to create a border so that my image looks like it has that custom picture frame around it. How do I do that?

You have to make 2 layers, one with the frame on top and one with the image underneath it. For that you can copy one image and paste it into the other one.
In the frame layer, select the current image that you don’t need, and press backspace to remove it.
Now your image is visible in the frame.

There are picture frame brushes already created on the internet. This might make it easier.

You can make a frame from scratch. Here is an older tutorial on creating frames. https://design.tutsplus.com/tutorials/create-a-realistic-picture-frame-with-photoshop--psd-10129

Here is a video tutorial showing how to do a 3-D photo frame https://youtu.be/bjWtSFyUoiw

Here are two tutorials teaching you how to do basic frames.

Any of these will teach you a lot and help you get to your goal. I'm not sure what type of frame you are creating but the last link is pretty simple and the final piece will look like a gallery frame.

Hopefully one of these helps.
