Custom HTML Panel can't be resized -- only in Photoshop

Built a Custom HTML Panel for Photoshop.

The panel size specified in manifest.xml displays properly but cannot be resized.

This is the case only in Photoshop. The same panel running in Illustrator, After Effects, Premiere, InDesign, and Audition can be resized same as any other panel.

Is there a setting I'm overlooking?

It may be a Bug in Photoshop I was able  resize JSX launcher Panel in cs6 when installed in newer Photoshop the Panel can not be resized very annoying. It may be that exyension Panels were flash based in CS6 and in Creative cloud Photoshop  Panels are html based.  Still still in HTML the  windows size should be resizeable.
