Doing anything causes "could not complete your request because of a program error"

Running current version Catalina. Doing anything causes the error dialogue "could not complete your request because of a program error" to pop up.

It is not possible to open preferences.
I have run the Adobe Cleaner app.
I have nuked my Library folders of all Adobe files and preferences. 
I have reinstalled over a dozen times now, including the 2019 version. 
I have started the program holding shift-cmd-opt.
I have trashed my preferences.
I have confirmed in System Preferences that Photoshop is checked for Files & Folders and Full Disk. 
I have tried installing under a different admin account. 
I have tried all of these options in various sequences.
Generally speaking I have attempted all advice offered in the numerous other threads regarding this issue. 

Thank you for absolutely any advice that yields a solution on this.

Try a more thorough reset of prefs

  • Quit  Illustrator.
  • Finder >> Go >> hold down option to show hidden library flder
  • Under  Preferences Folder > rename the Illustrator  24 Settings folder to Illustrator  24 Settings folder.old
  • Under Preferences Folder > Adobe   rename Adobe Illustrator folder to Adobe Illustrator.old
  • Go back to library->open caches->rename  com.adobe.illustrator to com.adobe.illustrator.old
  • Go back to library->open application support-> open adobe->rename the Illustrator  24 folder to Illustrator  24 folder.old

Thank you very much for the reply. For clarity, the issue is with Photoshop 2020, but I have gone through the steps you've outlined in renaming the various folders under Library adding the ".old" and the problem still persists. 

Specs on the computer are as follows:

I have the exact same problem.

 

I've tried everything. Can't even Quit i always have to force quit.

 

Anyone have another solution?

I have the sema problema. When I try to open 2 pics in Lightroom by "edit as layest in PS", it crashes. Uninstalled and installed again bu doesn't work. This is desperating
