Downgrading made me lose ALL user settings and actions

I downgraded to the previous version and WITHOUT ASKING ME removed all user preferences, custom toolbar settings, and recorded actions. I am really angry that this influences my work so much and in no update the data I mention was lost.
Please don't let this happen again, it greatly influences my work

Which version of Photoshop were you using before downgrading and what is your computer's OS?
