Duplicate image without new layer

Hi, I'm using CC2020 and trying to duplicate image inside layer so I used shortcut Ctrl+Alt

But it continuously makes new layer whenever I try to duplicate the image. How can I copy and paste the image without making new layer?

If before you do the paste you add and new empty  layer when you paste the clipboard will paste into that empty layer. Normally all Paste even the special paste add a new layer with the clipboard content  the layer can be any size. Alt+Ctrl+V is vanishing point set up a grid and paste  and position the content into the grid will update a current layer
