DynamicLink not available

Hello,

I'm unable to open an .mp4 file in Photoshop and receive an error message saying "DynamicLink" is not available. I cleared my preferences, uninstalled and reinstalled photoshop, made exceptions in my firewall, restarted my computer, and still received the message. I uninstalled all of Adobe products using the cleaner tool, reinstalled everything, and still got the error message. I have the most recent version of Quicktime. This error did not occur two days ago when I was using the same files, and others, within Photoshop. This file was rendered using Media Encoder, and no other video files will open up either (Whether or not rendered using Media Encoder or Premiere). Since the last update as well, my graphics driver has been acting funky with Photoshop (yes, I updated it too) and it does this thing where it starts, freezes on the open page, then after 5-10 minutes I can click on things - otherwise runs generally smooth until some random error occurs. After the last reinstall it also claims I have insufficient VRAM in the system report (pasted below), but my RAM is maxed out for Photoshop. On top of this, it no longer allows me to change the Advanced Graphics Processor settings, and the options are greyed out. I've been at this for 4 hours, and support will not connect me to a specialist. I know the first response is usually telling me to reinstall or reset something, but I can assure you I've tried every way to reinstall and reset functions that I could find on the support community, so I'm hoping to get a response not given in previous threads (which also often never had a resolution).

My system is:

Windows 10 Home 10.0.19041 x64

Intel Core i7-10750H

NVIDIA GeForce RTX 2070 8GB

16GB RAM

The diagnostic response is:

Please let me know if further information is required. I will do anything to get this fixed, as this is my livelihood.

As a little sidenote, I've been using Adobe products for the better part of a decade both professionally and personally, and I'd like to say that within the past year the products by Adobe have become so buggy and unstable that it has made me fear having to do my work with these products. It seems every week I have to troubleshoot and do a full uninstall/reinstall, etc, or even factory reset my machine just to get a basic function to work, and this is on multiple devices. Adobe is the industry standard and I doubt my comment will do anything, but peers within my industry also continuously gripe about issues with Adobe products, and it's definitely safe to say that if there were an alternative we'd all be using it. I'm begging Adobe to fine tune their products - we're not all so desperate for cloud features (or a sudden overhaul of the line tool??? What was that???) that we're willing to give up the most basic functionality.

After working with Adobe Support for several hours, we uncovered a solution to the issue:

When using Photoshop and other Adobe products, I was using a Local User account on my Windows machine. This was the first account I made when I got my machine, the only one I made, and the only one I used.

I suspect it has something to do with the recent Windows update, but it seems this account was no longer able to utilize DynamicLink functions.

The Adobe Support member did a clean reinstall using Adobe Clea

Hi, please take a look here: (maybe something related to some codec or quicktime support):

Thank you for the response Francesco, unfortunately this didn't work. I currently have the latest update of iTunes installed, and there is no Adobe folder under /Roaming (and yes, I have show hidden folders checked).

To be clear because I think I neglected to type it, this occurs for any video format opened in Photoshop, and is not specific to Mac codecs.

Edit: The video is 20 seconds long and not very large (720p), higher uncompressed files and small compressed files yield the same result.

Hi, can you find a dynamiclinkmediaserver.exe on your machine? in the past anti-viruses were known to quarantine it.

I am wondering if the GPU errors do not interfere...

I am wondering that as well but unsure how to fix it, I've maxed out my pool in preferences and checked my NVIDIA settings (but I may have those wrong, I'm not sure). If you have advice on how to fix that, maybe it could be the solution.

I do have that execution folder in my files under Photoshop, and all Adobe products are added as exceptions to my antivirus and firewall.

The Adobe Support member did a clean reinstall using Adobe Cleaner, utilizing the same steps I had before, only some files wouldn't delete. He renamed these files so they wouldn't be used in any new filepaths, reinstalled everything cleanly, and it still didn't work. They updated my drivers, which is turned out were just a week old. I have a NVIDIA RTX 2070, and although I had the game ready driver, they installed the "studio" driver. They opened the command prompt, right clicked and hit "Run as Administrator", then typed net user administrator /active:yes

This activated the Administrator account on my machine. When we changed to this account and ran Photoshop, the DynamicLink worked just fine, and the startup issue I was having went away. Does this mean you have to be Administrator every time you run Photoshop? Yes and no. The account I had was an administrator, but somehow registered only as a "Local User", probably something I did during setup, but nonetheless this somehow restricted the abilities of its Administrator privileges.

I made a new account on my machine and signed in to my Microsoft account. I switched to the Administrator account, opened up Control Panel > User Accounts > Change Account Type and changed the new account I made to an Administrator. Nothing special after this. The new account I made with its administrator privileges now starts up Photoshop easily and I haven't had any issues with DynamicLink Media Server (whatever that even is in the first place).

I've transferred all my files to this new account, and haven't run into any issues since. Since I transferred all my files locally by just copying/pasting to an external drive and then back again, I just decided to delete the "old" account I had. If I run into any issues due to these changes, I'll update the thread, but otherwise this is solved.
