Same here. The update was installed via Creative Cloud (and thus marked compatible with Windows 7). The dependency doesn't show up in Dependency Walker; the process tries to access it after reading Camera Raw.8bi. Not amused.

 

Workaround: opening "C:\Program Files\Common Files\Adobe\Plug-Ins\CC\File Formats" (default path), finding Camera Raw.8bi and renaming it "Camera Raw.8bi.disabled" did allow me to launch the program. To do this, you should disable "Hide extensions for known file types" in Folder Options (Control Panel -> Folder Options -> View); this will likely cause issues with raw photo formats.
