Error when rotating pixels

I am making pixel art.
There was no problem with pixel rotation in Photoshop cs6, but in the current version there is a problem.
Even when transforming a normal image, there is also a phenomenon of distortion (?) by 1 pixel.
Is there any way to improve this part problem?

Hi, I think it depends on resolution and antialias settings.

Please take a look here:

The image is rotated 45 degrees.
As in the image, a normal image must appear like the cs6 version, but the image is broken in the cc version.
