Eyedropper tool not working outside of Photoshop

I used to be able to click and drag the eydropper tool outside of photoshop to sample a color but it is not working in phtoshop 2020, not sure if i am doing someting wrong or not or the tool is not set to the right setting

Which version of Photoshop exactly and which OS? Everything works fine for me using Photoshop 21.2.3 on Windows 10.

Update: here is how to check/use this feature:

  • Activate Eyedropper
  • Click somewhere on canvas and hold
  • Move cursor outside Photoshop without releasing left mouse click

So when you click and hold to sample colours outside Photoshop it does not work for you?
