FILE new,save,and open don't function

Opening up photoshop ,opens fine, and as soon as everything is loaded I attempt to open a new project by pulling down the FILE drop down menu and press new. Photoshop looks as if its loading something, but goes back to its nuetral state as if I had clicked nothing. I'm not sure what to do, and I'd appreciate any help or advice. Thank you.

Have you tried resetting the Photoshop preferences?

 

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
