Filter gallery

In filters, filter gallery is grayed out and can't be opened. How can I fix it?

I think the bit depth is the culprit. What is the bit depth of your image? Image menu>Mode> Bit Depth -- if it is 16 bit, change it to 8 and see if Filter Gallery is available.
