flashing laptop display in Photoshop CC

when using dimmer / burn tools, the laptop display starts flashing. When the GPU is turned off in the performance settings, the problem disappears. All drivers are up to date. When connecting an external monitor, there is no such problem.

Laptops very often have modified video drivers with added "helpful" functions. This is one of them. It's trying to adjust screen brightness based on actual screen content. You need to find this function in the video driver and turn it off.

 

There is nothing in Photoshop that can do this. It's been asked here hundreds of times, and the answer is always in the video driver.
