Flickering Loading Cursor

Whenever I open photoshop, the cursor flickers between the loading cursor (spinning blue circle) and the regular cursor, and it's impossible to click on anything, not just in photoshop but in every other program on my pc. This only happens when photoshop is open though. I've uninstalled, reinstalled and tried older versions but nothing seems to work. Included some videos to show what the issue is. Please help!

Sorry to hear about this. Which version of Photoshop you're on?

Could you please try deselecting "Use Graphics Processor" located in Photoshop's Preferences > Performance, then relaunch Photoshop and let us know if it helps?
