Floating window disappears when clicking on a docked windows macos help

Moved to macos big sur from Win10 and can't use floating windows as a reference above a docked window, when I click on a docked window's area floating window just disappears. It is super annoying. Not sure if it is PS version issue or Macos big sur+PS version issue.  What to do?

It's a macOS issue not specific to any macOS version.
