There are a few things missing from your list such as GPU (some functions in photoshop require a GPU with dedicated VRAM); Operating system; how much free space you will have on the hard drive; display pixel dimensions.

Photoshop uses hard drive space to swap out RAM when working with files. That "scratch" disk space requirement can easily exceed 30GB alone and is not mentioned in the system requirements.
