Free Transform Doesnt work with Selected Area

Hi! I'm trying to figure out the selection lasso tool. I'm trying to select around a certain area and free transform it but instead it selects the entire layer. I tried enabling legacy free transform- didn't work, tried Cmd- T, didn't work. I tried going to edit and free transforming there-- not working. I have no linked layers and cant seem to figure it out. I provided a screen recording below. At first, I was on the wrong layer I the recording but then I realized and began showing the problem might have to skip in a bit.

You are working with Shape Layers. Shapes are vector based layers, so you can't use lasso or selection tools to edit it.
If you want to work in it as a normal image, you must rasterize it.
You can rasterize it by Right-click on the layer from the Layer Panel, and select " Rasterize Layer".
Note: after rasterizing the vector shape layer, you can't edit it as a shape again.
