»i tried everything in preferences«

What does this actually mean?

What are the Performance Preferences?

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

What have you done for general trouble-shooting so far?

With the CC License you are entitled to install some of the older CC versions anyway.

If you were hinting at older, perpetual license versions that are not offered from Adobe servers anymore you may want to be wary not to invite malware to your computer.

Best of luck in any case!
