Full scratch disk and photoshop is not opening

I just downloaded photoshop, and when I go to open it, it pops up with this:

I have already attempted the command + options but it does not seem to work, and I cannot find any other way to fix it. I'm on a MacBook Air and I've never used photoshop before, anyone know how to help?
